何秀蘭議員：香港的教育開支其實只佔香港全年GDP的3.2%，跟日本、台灣、歐盟和美國比較，他們的是大概4-5%，實在（跟香港比）是相去甚遠。而特殊教育又佔香港教育總開支的多少呢？是3.8%，也就是少於香港全年GDP的1%，實在是非常不幸。
