財政事務委員會-撥款買新型流感及肺炎球菌疫苗

何秀蘭議員：採購程序方面，一種流感疫苗不能處理多種流感，是有針對性的，而病毒是會變種的，變種時需要助劑，或購買新疫苗。既然現在購買也是買個安心，大家是否可以考慮將保證金機制正規化呢？政府能否想出一個更保險有用的辦法呢？因為剛剛正好有一批購來的疫苗過期了，實在十分浪費。
