《零八憲章》香港聯署人準備到深圳投案時，內地公安涉嫌跨境執法

何秀蘭出席上星期五(8/1/2010) 保安事務委員會特別會議時，提及曾瀏覽一些片段，當中清楚看到內地執法人員跨境將港人拉到內地邊界(27/12/2009)，當中包括兩位《明報》記者和三位路過的市民無辜遭扣留，兩位記者最终被沒收回鄉證。
